Latin America’s AI Momentum: Progress, Challenges, and the Path Ahead

Latin America and the Caribbean are undergoing a decisive phase in their digital evolution. Although the region’s technology ecosystems are still developing relative to mature markets, Artificial Intelligence (AI) adoption is accelerating in measurable ways, driven by entrepreneurial activity, increasing internet penetration, and expanding fintech ecosystems. The Latin American Artificial Intelligence Index (ILIA 2025) — compiled by the Economic Commission for Latin America and the Caribbean (ECLAC) and Chile’s National Center for Artificial Intelligence (CENIA) — offers valuable insights into both progress made and persistent barriers.


This blog analyzes the current state of AI adoption in Latin America, highlights regional leaders, identifies structural challenges, and discusses implications for sustainable growth.



Adoption Trends — Growth & Progress Amid Structural Challenges

One of the most revealing findings from ILIA 2025 is that Latin America and the Caribbean account for about 14 % of global visits to AI solutions, exceeding its share of internet users (approximately 11 %). This points to higher-than-expected engagement with AI technologies across the region.

Yet, while adoption is rising, investment in AI remains limited. Despite representing 6.6 % of global GDP, Latin America attracts only around 1.12 % of worldwide AI investment — a disparity that underscores constrained resource flows into research, infrastructure and innovation.



Regional Leaders and Emerging Adopters

The ILIA report categorizes countries into performance tiers based on AI readiness and implementation:

  • Pioneers: Chile, Brazil and Uruguay consistently rank at the top, driven by national strategies, growing talent pools, and stronger infrastructure.

  • Adopters: Colombia, Costa Rica, Ecuador and the Dominican Republic are closing gaps through improved connectivity, education and policy mobilization.

  • Explorers: More than one-third of countries are still in the early stages of adoption, with nascent ecosystems and limited AI capacities.


These patterns reflect uneven digital development across the region but also highlight a clear trajectory toward broader integration and innovation.



Structural Bottlenecks — Talent, Governance, and Investment

Despite momentum, several persistent barriers constrain long-term scalability:

Human Capital and Talent Gaps: Latin America faces a pronounced shortage of specialized AI talent. Many countries lack advanced training programs, and highly skilled professionals often migrate to more developed markets.

Governance and Policy Implementation: Although numerous nations have launched national AI strategies, many suffer from insufficient implementation mechanisms, funding, and measurable impact frameworks.

Investment Shortfalls: While fintech ecosystems and large enterprises in Brazil, Mexico and Colombia are increasing their AI engagement, smaller countries and businesses often lack the resources or infrastructure to scale implementations effectively.


These conditions shape a two-speed region where leaders move ahead but others risk falling further behind without targeted support and coordinated policy efforts.



Sectoral Growth Opportunities

Despite challenges, certain sectors and technologies are driving AI adoption:

  • Fintech and e-commerce: Advanced markets like Brazil and Mexico are integrating AI into payment systems, credit risk assessment, fraud detection, and customer experience optimization — signaling demand for sector-specific innovation platforms.

  • Education and digital literacy: AI use in education is expanding in some nations, but widespread digital training and curricula remain critical for building longer-term technical capacity.

  • Governance and data ecosystems: Enhancing data availability, transparency, and regulatory consistency will help unlock new AI use cases and expand local innovation.

Latin America’s AI journey in 2025 reflects significant momentum and clear potential, but also deep structural gaps that could limit sustained progress without strategic intervention. The region’s performance in global AI engagement — particularly in consumer-oriented applications — highlights latent demand and adaptability, while disparities in talent, governance, and investment signal areas for policy focus and international collaboration.

To move forward, the region needs comprehensive strategies that align education systems, investment frameworks, and regulatory ecosystems with the evolving demands of a digital economy. With such alignment, AI could become a cornerstone of inclusive, equitable and sustainable growth across Latin America.
